What Culture Looks Like While the Organization Is Changing
During a reorganization or transition, culture is visible in the behaviors leaders reward, tolerate, and use to make decisions under uncertainty—not in the announcement language alone.
The problem to solve
Change makes the organization’s real culture easier to see. When roles shift and information is incomplete, people watch how leaders allocate attention, make exceptions, explain tradeoffs, and respond to dissent.
A culture code cannot remove the uncertainty of change. It can make the expected behavior in that uncertainty more concrete and mutually visible.
The Work & Theory principle
Culture is the behavioral organization. It sustains the work when formal structure is incomplete, but it should not be used to excuse unclear design or unsupported change.
Diagnostic questions
Look at observed behavior, not stated intent.
- What behaviors are leaders rewarding in the current change?
- Which behaviors are being tolerated because the work feels urgent?
- How are leaders explaining decisions that create a real tradeoff?
- Where are people being asked to collaborate without clear authority or information?
- What behavior would help the organization surface risk earlier?
- Which rituals, meetings, or routines reinforce the desired behavior today?
Practical next actions
Choose a small number of observable behaviors for the current phase of change, such as raising interface risks early or stating decision boundaries plainly. Define what each looks like in a meeting, a handoff, and a leadership decision.
Review one real operating moment each week for evidence of reinforcement or contradiction. Adjust leadership practice rather than adding more abstract values language.
Related artifact and pathway
Capture the behaviors in the Culture Code and connect them to the Organization Blueprint and Performance Contracts affected by the change. This is relevant to the Reorganization and Leadership Transition paths.
