Talent Signals and Culture Conditions
When people withhold concerns, avoid ownership, or wait for rescue, investigate organizational conditions and reinforcement signals before reducing the pattern to attitude.
The problem to solve
A visible withdrawal or ownership gap can be a meaningful talent signal, but it is not self-explanatory. People are also responding to unclear authority, impossible workload, inconsistent consequences, and whether leaders make it safe to surface an inconvenient condition.
Diagnostic questions
Keep the work and the person distinct long enough to see the system.
- What work and judgment does the role require?
- What capability and capacity evidence is present?
- What direct questions invite a view of commitment?
- What context and leadership response make the desired behavior easier or harder?
Practical next actions
Do not turn this review into a verdict. Make one context change, state the behavior it should enable, and agree a dated evidence review with the responsible leader.
